The Americans, Shiites and Kurds had 4 years to eliminate the minority Sunni population from Baghdad and some other cities and towns where the Sunni population is the total half or less. In Baghdad the Shiites and Americans able to purge entire Sunni neighborhood completely. Americans don’t believe the Sunnis are no more threatening to the occupation; therefore they had to bring 21,000 additional troops to complete the job.
