Ethiopia (Corruption and Unemployment)

"It seems everywhere that there is corruption to a certain degree. Before the government tries to tackle the issue, it is much wiser to identify the root causes of the problem. In a city where 100 kgs of Teff is costing 530 Birr, it is unrealistic to assume a government officer to live with a 400 Birr salary, feeding himself and his family. In order to feed his family, it is expected that the officer will do anything to cover the skyrocketing living costs. So, before a government employee steals materials from his office or a police officer or judge drugs himself to a corruption the government should try to balance employee’s salary with the living costs. It is important to tell you a real story that has happened to a police officer that tried to free a convicted driver after receiving some sums of money. When he was confronted by the high ranking officials that were inside the car and who were also familiar to the police officer, he didn't apologize for what he did, instead he swear in front of the officials that he did it, in order to fill the stomach of his children."

UK armed forces went into Iraq with a written policy that allowed hooding, and with a policy of training interrogators to use hooding, stressing and sleep deprivation to gain intelligence. Iraqi civilians were routinely hooded in up to three sandbags - and even old plastic cement bags. When Baha Mousa died in September 2003, partly as a result of abuse while hooded, common sense dictates that at least at that point those in positions of responsibility within the civil service and military would have acted to change the poli...
