Some states have expanded existing plans, such as Medicaid and the State Children’s Health Insurance Program (SCHIP), despite the Bush administration’s resistance to both. Others, like Vermont, Maine and Massachusetts, have recently launched plans that combine both requiring and subsidizing insurance.
